Is this what we have come to with Housing for the Homeless?

Is this what we have come to? BTW, the boarded up units in Housing projects is questionable & needs research! If the Housing Authorities around the country can’t manage these properties then turn them over to the homeless service providers who can or to your local churches or faith based organizations! Bet they can figure out how to effectively use them to end (chronic) homelessness!
